Origin

The panel comes from Gag Manga Biyori, a gag manga by the Japanese cartoonist Kosuke Masuda. It appears in chapter 23 of volume 2.

The series consists of shorts that warp real historical figures into absurdity, and the boy in this scene is Tokugawa Yoshimune, the future shogun. Young Yoshimune raises a finger to gather playmates and calls out "Everyone over here!" — and nobody comes. The line narrating the outcome is "Astonishingly, not a single person paid him any attention."

What functions as the meme is not the dialogue but that narration. Because it shows the action and then reports the result in a detached third-person voice, situation and outcome fit into a single panel.

Why it lands

The strength of the image is in the manner of the failure. He was not rejected. There was no response at all. If someone had said no, there would at least be a conflict; when nobody looks up, no event occurs.

The modifier "astonishingly" drops the temperature further. The narrator is marveling at the degree of the indifference, which turns the voice into observation rather than consolation. And the panel keeps his raised hand and his expression intact, which makes it lonelier still.

Variants and derivatives

Quotation splits two ways: pasting the manga panel itself, or using the sentence alone. The latter travels to people who do not know the source, and a shortened form without "astonishingly" is now current as well.

Keeping the narrative register while swapping the back half is common too — "Astonishingly, nobody did X." As long as the flat third-person narration is preserved, anything fits.
