The dog in the photo is Nori Porkchop, an Aussiepoo. He first drew attention in January 2020 for his humanlike face — specifically, a resemblance to actor Seth Rogen — and the photo in question predates that, having been posted to Instagram on June 29, 2018 (Know Your Meme entry).
The meme form was made around July 31, 2022. The creator is unknown; it was an image macro laying the dog photo and the caption over a layout imitating Spotify playlist cover art. The earliest documented repost is by Instagram user squidyz the same day, which gathered more than 124,000 likes within a month.
Spread
On August 1, 2022, Twitter user @bwahwtfbwah reposted it, earning over 7,400 retweets and 87,500 likes. On August 25, screenshots of Discord conversations containing the image went around and spread it again, and by late August it had settled in across Discord and social media as a non sequitur spam reaction image.
The point of this meme is not to communicate but to interrupt. Dropping the image into a conversation with no context at all is itself the joke, which is why it fit shitposting culture so well. Most people using it never think about who the dog in the original photo actually is.
The most common variation swaps the subject: "this cat is fucked up bruh," or the same layout and caption applied to entirely unrelated images — anime characters, film stills. The caption is short and the layout simple, so it became a template that accepts any image at all.
